STV’s Emerging Tech & AI Fund Adds Arcapita as Institutional Backer

Saudi venture capital firm STV has secured an investment from global alternative investment manager Arcapita for its Emerging Tech & AI Fund, strengthening the fund’s institutional investor base as it targets early-stage artificial intelligence companies across the region.

The size of Arcapita’s commitment was not disclosed. The investment brings Arcapita alongside existing institutional backers including Google, regional semi-sovereign entities and endowment investors.

Focus on the AI Application Layer

STV’s Emerging Tech & AI Fund focuses on early-stage, application-layer technology and AI startups, with a mandate to help promising companies scale across the Middle East and North Africa and into international markets.

The investment comes as institutional interest in application-layer AI continues to grow. According to STV, global enterprise spending on the application layer surpassed $19 billion in 2025, while AI-native ventures are increasingly competing with established technology companies.

The partnership between STV and Arcapita is also expected to go beyond capital. The two firms aim to connect emerging AI companies with established businesses across their respective networks, potentially creating opportunities for commercial partnerships, technology adoption and knowledge exchange.

Four AI-Native Startups Already in the Portfolio

Since its launch, the fund has invested in four AI-focused startups:

  • Sawt — an Arabic-native AI voice agent platform focused on customer service.
  • Clarity — an agentic AI platform providing customer service analytics.
  • Signit — a Saudi legaltech startup using AI to modernise legal workflows.
  • Stream — a billing and payments platform serving businesses in Saudi Arabia.

Arcapita brings significant institutional investment experience to the partnership. The firm has operated for more than three decades across private equity and real estate, with more than $32 billion in total transaction value.

For STV, the new backing further reinforces its push into AI as Saudi Arabia and the wider MENA ecosystem see increasing institutional capital directed toward companies building the next generation of enterprise technology.
