Capital is becoming a strategic instrument of economic transformation. Across the Gulf, sovereign wealth funds are moving beyond their traditional role as global asset owners to become some of the most influential forces shaping technology, venture capital and the startup economy.

In our July Edition, The Disruptor examines how this new generation of sovereign capital is changing the investment landscape. From Riyadh to Doha, government-backed funds are deploying capital into startups, venture funds, technology companies and innovation infrastructure — while simultaneously building stronger entrepreneurial ecosystems at home.

Saudi Arabia sits at the center of this transformation. The Kingdom’s ambition to diversify its economy is accelerating investment into technology and entrepreneurship, helping Riyadh emerge as an increasingly important regional destination for founders, investors and global companies.

At the same time, Qatar Investment Authority and other Gulf institutions are expanding their technology exposure internationally, participating in major investment rounds and strengthening the region’s connection to the global innovation economy.

The result is a significant shift in the geography of capital. The Gulf is no longer simply investing in the world’s leading technology ecosystems — it is increasingly working to build one of its own.
