Saudi Arabia’s push to build a locally controlled artificial intelligence ecosystem is moving deeper into the technology stack, as OmniOps and HPE join forces on sovereign AI infrastructure.
Saudi AI infrastructure company OmniOps has signed a Memorandum of Understanding with HPE at LEAP 2026 to develop sovereign AI solutions combining locally produced computing infrastructure with Saudi-developed AI platforms.
The partnership brings together HPE’s “Saudi Made” infrastructure with OmniOps’ AI software and in-country deployment capabilities, with the companies aiming to create an end-to-end technology stack that can be deployed, operated and supported within the Kingdom.
The collaboration is aligned with HPE’s Saudi Made, Developed & Deployed initiative and targets government agencies and enterprises looking to adopt AI while maintaining greater control over where their data is stored, how AI models are deployed and the infrastructure on which workloads operate.
For Saudi Arabia, the agreement reflects a broader evolution of the sovereign AI conversation. Data residency has been one of the central concerns for governments and regulated industries, but attention is increasingly extending to the entire technology stack — from servers and computing infrastructure to AI platforms and deployment environments.
OmniOps and HPE plan to address that requirement by combining locally produced compute with Saudi-developed AI software and local deployment expertise, enabling organisations to move AI projects from experimentation into production while keeping critical components within Saudi jurisdiction.
At the centre of OmniOps’ technology offering is Bunyan, its AI inference platform designed to deploy and manage AI workloads across cloud, on-premise and air-gapped environments. The platform provides access to leading large language models hosted inside Saudi Arabia while allowing organisations to configure deployments according to their security, regulatory and operational requirements.
Its hardware-agnostic architecture also enables Bunyan to operate across different infrastructure providers, including locally manufactured computing systems.
The partnership comes as Saudi Arabia continues investing heavily in domestic AI capabilities and seeks to develop more of the infrastructure, platforms and intellectual property underpinning its digital economy locally.
By connecting Saudi-made hardware with locally developed AI infrastructure, the OmniOps-HPE partnership represents another step toward building an AI ecosystem in which organisations can maintain greater control over the full journey from compute to deployment.
